Heartwood at Richmond Hill / Belfast PUD

Hussey Gay Bell served as the lead civil engineer and surveyor for the master utility planning, design, and phased infrastructure implementation of a 5,000-acre tract in South Bryan County—now home to the growing Heartwood at Richmond Hill community.
On behalf of Raydient Places + Properties and the City of Richmond Hill, our team provided comprehensive planning, surveying, engineering, permitting, and construction-phase services to prepare the site for long-term development. This work included early due diligence and technical support during the 2017 annexation and rezoning of the tract—formerly unincorporated land bordering the City along Belfast Keller Road and Harris Trail. The project scope encompassed the design and installation oversight of water, sewer, and reclaimed water systems; regional utility corridor alignment; roadway design; and guidance on public-private funding strategies through the Georgia Environmental Finance Authority (GEFA). Completed in multiple phases from 2016 through 2023, the infrastructure now supports full-scale vertical development by national homebuilders. Today, Heartwood at Richmond Hill stands as a direct result of the foundational systems delivered by Hussey Gay Bell.
