Annexation of 5,000 Acre Tract Infrastructure Systems in Richmond Hills, GA

Since 2016, Hussey Gay Bell has been leading the planning and design of all infrastructure necessary to support this 5,000 acre tract annexed by the City of Richmond Hill in 2017.  This massive fast-track infrastructure project has been broken into three (3) planning, design and construction phases coinciding with GEFA funding cycles as part of the service delivery strategy, with Phase I complete and Phase II under construction and Phase III currently in design.  Each phase of development services is summarized as follows:

1) Master Planning:  consisted of the sizing, modeling and phasing of utilities including master lift station and force main to serve approximately a 5,000-acre tract of land.  Also included development of the best route of regional connector road (aka Great Ogeechee Parkway); prioritization of development; analysis of the balance of utility (water/sewer) demands in the vicinity of the Interchange 82/ Belfast Commerce Centre (BCC); design of water and sewer system easy to operate and maintain; and funding assistance.

2) Phase I:  +/- 7,520 LF 12” PVC Reuse Water Main installed by open cut; +/- 600 LF 12” FPVC Reuse Water Main inside 16” FPVC casing installed by horizontal directional drill; 11,775 LF 16” PVC Water Main installed by open cut; +/- 600 LF 16” FPVC Water Main inside 24” FPVC casing installed by horizontal directional drill; +/- 10,500 LF 10” PVC Sanitary Force Main installed by open cut; and +/- 600 LF 10” FPVC Sanitary Force Main inside 16” FPVC casing installed by horizontal directional drill.

3) Phase II:  +/- 4,000 LF 16” PVC Water Main installed by open cut; +/-4,000 LF 12” PVC Reuse Water Main installed by open cut; +/-2,300 LF 36” PVC Gravity Sewer Main installed by open cut; +/-6,500 LF 12” PVC Sanitary Force Main installed by open cut; and one (1) 1,250 GPM Submersible Pump Sanitary Lift Station.

4) Phase III:  +/- 18,425 LF 16” PVC Water Main installed by open cut; and +/- 20,780 LF 12” PVC Reuse Water Main installed by open cut.

Hussey Gay Bell was engaged by Raydient Places + Properties, the real estate arm of Rayonier, and the City of Richmond Hill to develop conceptual layouts, phasing and cost estimates for water, sewer and reclaimed water infrastructure associated with this 5,000 acre tract comprised predominantly of forestry and approximately 2,000 acres of wetlands. The City Council of Richmond Hill voted to approve the annexation and subsequent rezoning of this tract located in unincorporated Bryan County. The annexed property is split into three categories with one being strictly for residential construction, one for mixed use and one for retail and multi-family housing.
