Joint Venture & Phased Approach
Hussey Gay Bell’s project scope consisted of the development of a master plan to determine the most economical way to extend Beaufort-Jasper Water & Sewer Authority (BJWSA) sewer service to an annexed 624-acre area about 1.6 miles northwest of the Town of Bluffton. The proposed gravity sewers, two new lift stations and force mains would be able to serve the entire study area at build-out, including the existing and proposed zoned residential properties, small commercial sites and proposed 900-student Beaufort County Middle School complex, which was planned on 41 acres near the center of the study area. The proposed total budget for the utility infrastructure improvements was $3.3M.
This project was phased into multiple design segments based on available funding sources. This has enabled the Town to handle projects ready each time a new funding option is available. This project also represents a joint effort between the Town and water and sewer authority, which has proven economically beneficial to both entities.
